Good news in Indian Country

I hope everyone saw President Biden’s passionate apology to Native people for the awful, almost 100-year, practice of boarding schools. They were another misguided attempt to deal with what became known as “the Indian problem.” Which might be translated as removing the original peoples from their lands. It couldn’t be solved with diseases, displacement, treaties and wars, so legislation and forced assimilation became the answer. Grace Bartlett, the Nez Perce, and the Wallowa Country

This summer we have been doing Friday conversations on local and Nez Perce history. This Friday was the last session for 2024. We focused on Grace Bartlett and her book, The Wallowa Country, 1866-76. I hadn’t read the book in years, remembering always that it was a day-by-day account of the first ten years of white tenure in the Wallowas—and the last ten years of Native, Nez Perce tenure. I’ve always thought the book a unique contribution to local and Nez Perce history, but had not remembered details and some of the book’s signature elements. I skimmed it on Thursday night, and was even more appreciative of Grace’s work.

Riding a wave

I’m privileged, I tell visitors to the Josephy Center, to be at this place in this time, riding a wave of good feelings and sympathies for Native Americans. We see the Yuroks buying and rehabbing land in Northern California, managing for wild flora and fauna and education, reintroducing giant condors, contracting to revegetate the lands left in the wake of dam removal on the Klamath River. I listen to Nez Perce Tribal leaders negotiate with US officials over dam removal on the Snake River. We read books of indigenous history and culture by Indian professors at Yale and Harvard—places and subject matter deemed important in those illustrious history departments only recently. We watch Lilly Gladstone, the Blackfoot-Nez Perce actress, playing a starring role in a historical drama about the insane and greedy plots and the killings of Osage women to steal their oil inheritances in “Killers of the Flower Moon.” We marvel at Deb Haaland, the first Native cabinet secretary in history, as she seeds the Department of the Interior with Native talent—and, importantly, brings the disgraceful practices of the Indian Boarding Schools to national attention.Read Rich’s Post →

Community Forest on the East Moraine

On Saturday, I made the hike up the west-side trail on the East Moraine of Wallowa Lake. This is a piece of land that the Wallowa Land Trust has worked very hard over many years to keep away from developers. Slowly—over the years, and with the support of the County Commissioners, the Oregon State Park, and Wallowa Resources, Land Trust director Kathleen Ackley and her staff have pulled together easements and ownership to get this marvelous piece of geological, geographical, and tribal heritage land into a “community partnership” of owners and minders.

It’s called the “East Moraine Community Forest,” and the development of its management plan, shepherded by the Land Trust, includes the Nez Perce Tribe. Nez Perce Teaching Boxes

A few years ago I tried to put a batch of books, photos, and maps into a package for local school teachers. It was an effort to get some information on Nez Perce history and culture into the curriculum, and into the minds of local students.

A few teachers used what I began to call “teaching boxes,” but the materials were all over the grade levels, a bit academic, and clunky. As it turns out, in recent years Oregon—and Washington—schools are required to teach Native American history and culture, and in our state it is all directed at fourth grade teachers and students.Read Rich’s Post →

How could my 80th year have been so good when the world went reeling with craziness and self-destruction? Do I need to list the events? The famines, droughts, floods, fires– volcanoes! And then, in the words of that old Kingston Trio song from the 50s, the human-caused tragedies.

Nez Perce teaching boxes

A few years ago, I put together a few books, laminated some maps and photos, called it a “Nez Perce Teaching Box,” and offered it to local teachers. A few teachers—Jennifer Gibbs in Wallowa most prominently—used the materials in their classrooms, but there was no wave of support for my project.

But times are changing. Tamkaliks grows, tribal root gatherers come to the Wallowa, Nez Perce Fisheries returns Coho to the Lostine, and Native Deb Haaland takes the Department of the Interior where no one has taken it before.

“Side Channel”at Nez Perce Homeland

On Saturday, Indian elders helped dedicate the “side channel project” on the Nez Perce Homeland grounds in Wallowa. The Wallowa River, Nez Perce Fisheries workers told us, had been shoved to a side, channelized decades ago, probably in the 1940s and 50s, so that more land would be free for pasture and crops. This narrowed, straight flowing river has scoured the river bottom and eaten the banks, and in so doing destroyed places for fish to rest while migrating, and places for them to spawn. The side channel does not change the course of the main stem, but allows water to drift to and through some of the river’s old territory. In spring runoff, water will spill over the side channels and recreate marshlands, where tule and other native plants can grow. October 5; On this day…

October 5, 1877 is the day on which the wal’wá·ma band of the Nez Perce and members of other non-treaty bands lost their freedom. They’d intended to go quietly from the Wallowa to the reduced Idaho reservation, leaving and losing their homeland but continuing to live in nearby country among relatives from other bands. They crossed the Snake River into Idaho in spring runoff, and there the grief-stricken actions of some young Nez Perce in killing Idaho settlers—settlers known for their mistreatment of Indians—set off a fighting retreat of more than 1200 miles. It ended on this day 144 yeasr ago at the Bears Paw mountains in Montana, just 40 miles short of safety in Canada.Read Rich’s Post →

The American Indian Religious Freedom Act

“The American Indian Religious Freedom Act of 1978  protects the rights of Native Americans to exercise their traditional religions by ensuring access to sites, use and possession of sacred objects, and the freedom to worship through ceremonials and traditional rites.”

Alvin Josephy explained that in America, prior to this act, one could be a Buddhist, Methodist, Catholic, Hasid, Hindu, or Sikh, and your right to practice your religion was protected. But in the eyes of the government–and most Euro-Americans–what Indians had was not religion, but “mumbo jumbo.”

Alvin further said that the “Peace Policy” of President Grant was the biggest abrogation of the Constitutionally protected freedom of religion in the country’s history. Here is an explanation from the Smithsonian Museum of the American Indian:

“During the 1870s, in what was seen as a progressive decision, the administration of President Ulysses S. Grant assigned 13 Protestant denominations to take responsibility for managing more than 70 Indian agencies on or near reservations (leading the Catholic Church quickly to establish the Bureau of Catholic Indian Missions). In 1887, the Dawes Act dividing tribal lands into individual allotments included a provision allowing religious organizations working among Indians to keep up to 160 acres of federal land to support their missions.”

Christianity was a major tool in the government’s assimilation arsenal, missionaries their weapons. In the 1880s, the Code of Indian Offenses gave reservation authorities authority to punish Indians–by withholding rations or on-reservation imprisonment, for practicing religion with dances and regalia, and especially for being religious leaders, so called “medicine men.”

In the 1880s also, the system of boarding schools became another tool in the battle of assimilation. Hair was cut, languages banned, and church attendance required. But the darkest part of the boarding school era was the breaking up of Indian families. Parents were cajoled, threatened, and bribed to give their young children over to the boarding schools.

It all makes for several bleak chapters in our past. But it is also a story of Indian resilience in the face of it all. That the Freedom of Religion Act was passed is one sign. That dances and powwows are held throughout the country, and that there is a new longhouse–an Indian Church–on the Nez Perce Homeland grounds right here in Wallowa County, Oregon are other signs.

In troubling times, we can all take heart from American Indians, who have endured and accommodated, learned to live in the 21st century while holding to traditional values–and religion–in spite of all efforts to erase them.
